Introduction
North Carolina is a decidedly mixed electorate. The statewide elections are consistently determined by a less than 5% margin. Despite this, the Republican Party nearly holds a supermajority in the state legislature. This intentional dilution of representation is not what a Democracy is supposed to be. No party should be able to gerrymander the electorate to this degree. This proposal outlines a multiseat constituency system for North Carolina designed to closely approximate the actual voting percentages of the electorate. The system is structured around North Carolina's existing bicameral legislature consisting of a Senate with 50 seats and a House of Representatives with 120 seats. The election process ensures proportional representation while maintaining geographic diversity. The goal of a truly representative state legislature should that it represents all North Carolinians.
